So I actually spec'd balance last night for the first time in my Druid's life, and I have to say that I had more fun than I thought I would. I didn't pick up Celestial Focus, and I'm wondering if that was a mistake. The tooltip reads "... increases your total spell haste by 1/2/3%".
Now, when I first read that, I took it to mean haste from gear. Since I'm rocking a cool 33 haste rating, I figured that it was certainly not worth 3 talent points to pick up ~1 haste rating (in addition to the stun effect). Now after rereading the tooltip, I'm totally confused.
Is 3 points in Celestial Focus:
1. A flat 3% haste? (With Imp Moonkin Form this would yield 6% haste from talents).
2. A 3% increase in total haste (after the flat 3% from Imp Moonkin Form).
3. 3% of your haste rating from gear.
Can you confirm? And finally, is it actually worth taking. If the answer is 1, then I'm pretty sure it's worth it. I think I'm currently 58/0/3. Since I had almost 0 hit rating, I took all the hit talents I could at the expense of some other things, but I'd probably find a way to pick CF up, even if I had to go 61/0/0.
I'm sorry if this has been answered before, but I haven't been able to find anything on it here or anywhere else.
