So I decided I'd like the 300 extra AP from AttT and maxed it out last night. However, I was watching my AP as I put each point into it and my AP did not increase. Has anyone had this experience? I'm hoping that with things being so new, that Bliz is trying to fix.

AFAIK it does work, it's just that the increase is not instantly applied and shown on your character info tab.

I noticed the same thing. It just took a little bit of time for my character sheet to update. I'm not sure why, because my crit, block, dodge, and parry all increased immediately when I took those respective talents. It is working though.

I can only assume it took longer because AP affects more stats than the others?
I don't really know to be honest, but as long as I get my AP increase I'm happy. : )

I think the '30 second pulse' on AttT affecting your AP is to prevent enchants and things that have short durations to your armor from boosting your AP too much. it would make priest's inspiration and things like that a bit OP. Also realize that this calculation needs to pulse reading your armor from the servers and determine if it changed or not, thats a LOT of reads/writes if its done on a 1 second interval.

so like, every 30 seconds it will pulse and change your AP rating based on your armor rating.

Thanks for the great and timely information. I did not know about a 30 sec pulse. That's good to know. BTW this is my 100th post!

Why would they make it pulse and not a permenant increase?

I spent talent points on it I expect it to be there ALL the time not when it feels like it!

If you get short durations of armour buff's surely it doesn't matter because the buff's will go away eventually anyways.

If I'm interpreting what Enthalpy said correctly, the increase from AttT is permanent. It's just that it takes about 30 seconds to the server to update the AP. Once the AP is increased by AttT and the server updates it, the AP will not go away like a temporary buff.
