Umm, the class trainer... Or if your talking about buying them than you can buy them from the Bird guy ontop of one of the tree huts in lower city of Shat.

I was wondering this myself, I went to the SW vendor and I noticed that I was carrying Instant and Deadly VII and he was only selling V. That sucks we can only get the good stuff in outland...guess thats their way of balancing all the "extra" bag space they gave us.

Yeah, I found a guy in Shat that sells 'em. But it's still pretty lame that I can't get them from a city vendor (though being able to switch from "find minerals" to "find poisons" in town is pretty cool).
