I am new to Paladins and was lvling according to 2.0 faq talent distribution. Is there any major changes that would compel me to pick up something different? Such as Seals of the Pure or the Seal of Command is still the staple lvling seal?

At level 30 not much is going to change. You may want to take slightly different talents post-patch than you did pre-patch, but generally all you should notice is that you do even more damage after the patch than you did before using basically the same methods.
