If you select this, will Devastate and Sunder also have their rage cost reduced?
Asking as I am not sure if I should go for Focused Rage or Puncture. Is this a no-brainer if my build allows either to be taken first?

Focused Rage effects everything, including Sunder and Devastate. So yes, it really is that much of a no-brainer.
