) -10% threat on frost spells (useless for me, this is all PvP)
) -10% mana cost on all spells
) 15% chance Frostbolt, Cone of Cold and Blizzard to give me ~60% crit for my next 2 spells
I'm leaning ever-so-slightly to the Fingers of Frost spec rather than the Fiery Payback one, but I'm not sure... Any insight?

Is this for PVE or PVP? I ask because you have points in impact, blazing speed, frostbite and permafrost which are normally used for PVP and not included in PVE builds but you also have points in master of elements, elemental precision and frost channeling which are normally only PVE talents.
Pure PvP. I'd go full frost or fire (or at least pick up the +frost damage talents) if I wanted PvE.
My spec didn't use to include Master of Elements and Frost Channeling. I've only recently included Master of Elements; I swapped out some fire blast +crit for it. Thanks to Shatter I crit so much that even if I'm PvPing, MoE seems too good to leave out for a little bit of crit. Frost Channeling would be my answer to the removed downranking, allowing me a little bit more mana capacity even if I have to waste mana on a rank 1 low damage Frost Bolt.

This is really fun in BG's. Blastwave knock back is hella fun to watch Scorch and Fireblast are your friends due to the short cast times.
For frost I would go with:

The two points in arcane will help with resists to people dispelling your chill and frost nova's
The two points in fire are to help with fire blast which is an instant cast and is still an important part of your ******* even though it isn't a frost talent. Instant cast with high damage.

Several different ways to go with Arcane. You can go with a missile barrage spec or a hybrid with fire or frost. You can't get Pyro and Arcane barrage at lvl 70, not enough points.

Thanks, but that wasn't really what I was asking. I can make a full frost or full fire PvP build... It's just the elementalist spec I enjoy playing around with and my question is rather what people think I should go with; Fiery Payback or Fingers of Frost.
How much resilience / hp do you have? That would answer it for me. If I did not have high hp or resilience I would not go with Fiery Payback. I would assume that if I was that low on health, I was not long for this world and probably couldn't get off the shortened pyro. If I could survive with that low of hp for a bit, I would go with fiery payback, would add some punch and be a middle finger to those attacking me. All this boils down to is how long do you expect to be alive once your hp drop down far enough to take effect of fiery payback?
I would go FoF, free shatter combos are amazing.

None yet, I am level 48 =P
I'll have an avarage amount of resilience/hp though, aim to get a 'normal' honor set once I reach 70/80.
it looks like you went for the "slippery sucka" build. you have alot of minor control abilities but nothing that adds up to anything. you miss out on alot of things that make mages so great in pvp.
you lose alot of instant casts(CoC, fireblast, dragons breath, deep freeze, W/E) and powered spells in exchange for more reliability from fireball/frostbolt and melee protection.
i see a Ret pally, hunter, or any caster rippin through this.
