Torment of the weakFollow

We are trying to figure out what specs to use in-between patch and WOTLK. We are going to continue raiding. Does Torment of the weak proc for all mages or just the mage that casts it? We are thinking of one of us gong arcane and the others going fire. Frost doesn't seem like it will do enough damage to be good at 70. I haven't had mana issues on the PTR with either arcane or fire, but the fights are going so quickly that the dps from arcane seems better to me since the ticks are ticking all the way for fire. I still have my 2 pieces of T5 for the 5% bonus and with them lowering the mana costs Arcane is attractive to me, at least until I start leveling again. I'll be frost for leveling.

I'm 99.9% sure Torment The Weak only works for the mage who has the talent.

"Your Frostbolt, Fireball, Frostfire Bolt, Arcane Missiles and Arcane Barrage abilities deal 4/8/12% more damage to snared targets."

Seems clear to me.

Torment the Weak ([i]no of/i]) has changed to only benefit yourself. The other issue is that no one really can tell (from what I understand) what spells/etc count as snares and if the spell if raid-viable as bosses tend to be immune to snares. The other funny part is that it does not work when you use glyph of frostbolt as it gets rid of the standard snare of the spell.

I'd consider a 'snare' any ability that slows the targets movement speed (this rules judgement of justice). Since nearly all raid bosses are immune to 'slowing effects', I'd say this ability is pretty much a pure PvP thing.

On the PTR it hasn't given me immune when I used it on Kael in Tempest Keep and Magisters. It does show up on their portrait and the log says Kael afflicted by slow, although the normal animation that goes along with Slow (the wavy lines around the charecter) don't show. I'll check on the Official Wow forums. That would be a big ding on using Arcane for raiding if it doesn't work. 12% extra damage on the arcane and missile barrage was part of my calculation.

Does Living Bomb and Deep Freeze proc on raid bosses?

Well there is no reason to use Deep Freeze on bosses now as it causes no damage and no bosses can be stunned.

Living bomb does work (if you mean the dot tick + explosion at the end). They have taken out the knockback/knockup effect.

Update - I posted the question on the WOW Official forums and got a lot more comments than I thought I would. I wasn't even thinking about the lost casting time of keeping slow up as some of the posters pointed out. I guess it's fire for raiding.
