Is possible obtain crit stike rate of 35% unbuff?

35% is average in PvP gear. Most rogues socketing Agi are hitting 39-40%.
In PvE gear I'm at about 30% in T6.

I'll only add that Crit isn't really sought after currently for PvE raiding. Plenty comes along with the +Agi we're getting from gear. I don't know any serious raiding rogue that would gem or enchant for Crit over the more vital stats (Hit, Agi, or AP).

Main reason being that crit is such a lackluster stat. 12 crit rating (i.e. an epic gem) is .54% crit, but 10 Agi is .20% crit as well as 10 AP.
Oh, and crit isn't boosted by any raid buffs, where AP is boosted by Unleashed Rage (and a DK buff as well, IIRC) and Agi/Str are both boosted by BoKings.
