Thousand Needles isn't bad if you don't mind dry and dusty, but as a hunter I'd probably try out Ashenvale. One of my favorite things to do on hunter characters specifically is to take on any big game hunting type quest chains, and The Ashenvale Hunt certainly fits the bill.

(Just be careful if you're on a PvP server--if you find the ganking to be a bit too much, Thousand Needles is nearly a Horde-only zone, and Stonetalon Mountains (though I think that's a bit lower-level? can't remember) is usually fairly deserted.

I find as a BE Hunter i had many choices of places to go and all were found from quest givers , what i did was the barrens and silverpine area , mainly because as a skinner the humanoids can be skinned there , as a hunter i like that area anyway , plenty of things to kill on the way to quests and Hillsbrad is not bad either once you are high enough , Ashenvale is a lot of running around but still pretty good fun but a lot there is over level 20.

The best advice i can give is travel around collecting quests from all the areas , if you pick an area where most of the quests are yellow/green and ignore/delete any grey ones ( unless you need the rep) that should be a fast way to level , if you get red quests and do as i usually do and delete them to be taken later you can have a full and varied quest log which i find stops me from getting bored questing in just one area.

I agree that Stonetalon is probably your best bet.
