I've read people are actually having an easier time healing instances as Elemental all because of Unrelenting storm. They nerfed all the new talents (all of which ALREADY were sucking in beta) to the point where there's no reason to even get them. So, I kind of came up with this build which may actually prove to be "the best." :( It makes me sad... because it's basically the current raiding build using some extra points to get more MP/5. Way to be original Bliz...
Possible New Build?
Before tonight, I thought something like this would be possible as a build. Old Build. However, with all the nerfs to the new talents, I just can't justify using HW or LHW. They're still very mana inefficient. They are still too expensive. They'll still be 60% overheals in raids. It's so poorly designed conceptually, I honestly wonder whether they put any thought into it at all. And since they JUST NOW introduced new ranks of chain heal, the dev's don't have any REAL numbers to show if they've even changed anything. It's so frustrating I want to scream.

I've got a full five-person leveling party of friends with me playing a new Druid. We'll be running VC together starting on Friday. The only problem is I really like my female draenei avatar... I may just have to roll a Priest.
Thank god I have 2 other 70's and a 62 s.priest coming up.

This is exactly what I expected to hear, and Im highly disappointed. Disgusted to say the least.
I knew this would happen the second that they removed downranking. Im thinking that even though my shaman is my main she may be the second to last toon I level to 70 as hopefully by then they work out the kinks and fix shaman healers. :(
If they dont fix it, I might just roll ele and call it a day.

I am very disappointed with Bliz, I rolled a shammy originally planning on going enhancement. Around level 58-60 a guildy asked me to respec to heal an instance they could find a healer for... and i fell in love with resto! I love ES, NS and my mana pool does pretty well with water shield. I was pretty excited for the improved Water Shield and the getting mana on crits talent. But looking around at the other healing classes.. we are an auto-fail for WoLK. It seems like we will be out-healed by every other healer (except maybe holy pally). We'll still have our good raid healing chain heal, but it appears that that will make us equal to, not better, than other healing classes at raid healing.
Did i hear correctly, we will no longer be able to downrank? I hope this isnt true... this is my only character and i really dont want to level a priest or druid to 80 from level 1...

They are destroying elemental now too. Unless you go for a crazy Elemental/Enhance build to dual-wield with dual flametongue buffs. I'm sure it'll be nerfed before live though.
All of resto's talents were bugged. They didn't add new chain heal ranks until this last patch, and now claim they "nerfed" the shaman talents in an attempt to balance points... resto is SO BLOATED it is ridiculous. Moreover, half the talents don't work. I don't know HOW they justify nerfing something that never worked in the first place. Moreover, the 30% haste buff from tidal waves doesn't proc fast enough... so to get the haste on your next spell you have to wait for almost the same time the haste buff would reduce your next cast IN ORDER to get the haste buff. But because the buff usually is there before the spell finishes (and only lasts one spell) it is removed on the cast even though it wasn't an increased speed cast. No one has seen ancestral awakening proc, yet it was reduced to 20%. I just don't understand nerfing something that has never even worked. It was never tested. Mana efficiency of resto has NEVER been truly tested because the only rank of chain heal was subject to "downranking" penalties.
I just don't get changing the tree that hasn't even been tested AT ALL because nothing has worked since beta started.

This will cause us to cast LHW more and waste even more mana... overall this is one of the worst changes yet... more so than the Enhancement Talent Nerf
Right now it's a pretty trivial matter for a caster--any caster--to reach a state of equilibrium where their regen combined with downranking and loading up on +healing/spell damage allows them to more or less cast indefinitely. Blizzard feels like they want mana management to be closer to the front of casters' minds instead of something they only had to deal with when leveling and forgot about long ago. Removing downranking was one step in this process.

They nerfed downranking because thats never what they intended us to do. We were never supposed to used downrank spells to conserve mana, they actually wanted us to use Lesser healing wave to get the job done! :(
Im with you my pride is a little damaged and I fear this change!
