Rogue white damage is usually ~60% of our damage, but we also stack hit rating because of Combat Potency, which procs on off-hand attacks. As you may (or may not, considering) have guessed, more hit rating is more CP procs, which is more energy to use to deal damage.
Thus, stacking hit rating past 9%
isn't half as effective, it's the best thing you can do, as long as you stack it responsibly.
Edit: and the only penalty to off-hand hits is 50% reduction in damage. There is literally no difference between the hit rate of off-hands and main hands.
