Physical DPS hit rating cap for anyone that doesn't dual-wield is +9% (142 hit rating). This includes Hunters, Arms warriors, Ret pallys, and us. It's also the hit cap for specials. White attacks for classes that dual-wield have a base miss of 28 or 29%, so rogues, Fury warriors, and Enhance shamans need much more hit rating.

Some classes have talents that add up to 9% chance to hit (*cough* shaman *cough*), so their hit cap is lower. We're actually the only physical DPS class that doesn't have some kind of hit talent (not counting Improved FF, since it's 30 pts deep in Balance). At least we are getting an expertise talent in WotLK.

Does this mean if we have +9% hit in cat/bear form that we are at the hit cap and should stop stacking +hit?

Yes, anything past +142 Hit Rating does nothing for you. After that stack Expertise to reduce the dodge/parry component of your attacks. This is pretty easy to achieve in Cat gear. If you can do this in Bear gear, I salute you.

Just be aware that point for point, Agi is worth more for our DPS than hit. So accept what comes on your gear, but don't gem or actively try and stack it.
