I have been playing in WSG and I swear some
of the Druids are moving faster in Cat form
(not travel} than a basic mount. Outside of
the two talent bumps, boot chant and a meta
jewel what could do this ?

Since you're comparing it to a basic mount, I'm guessing this isn't at level 60+. What level bracket are we talking about here?
The feral Gladiator gear gives you a 15% speed bonus to Bear, Cat and Travel forms while outdoors.

Observed on my Level 70 Lock in WSG. Since my main is a 70 FD who hasn't started his BG career as yet I want to make whatever
improvements necessary asap.
I can keep up with epic mounts in Cat form if I use Dash, due to having the Gladiator set bonus, but you said it lasted longer than Dash.
Cat form with Feral Swiftness and Gladiator's bonus would put the speed at around 149.5% outdoors compared to the basic mount which moves at 160% speed, right?
You sure it was Cat form and not Travel form?

PvP bonus does stack w feral swiftness. With dash I can pretty much keep up with normal mounts in BGs. I'm guessing that's what you saw, rather than a cat who'd chugged a swiftness pot.
With the Gladiator bonus, in Cat form, I can keep up with epic mounts for a short period. In EotS, I can drop from the starting point, hit dash, and be side by side with an epic mount for about 95% of the way to FFR.
Maybe back to back a Swiftness Potion and Dash?
