Gee, if only there were a sticky thread at the very top of the mage forum that explained all that in detail, complete with an explanation of all available mage talent options. Boy, that would be "The Greatest Mage Post Ever". Maybe one day, such a thing will be created.

That sticky is the result of constant conversation between the people on this forum. The information in there is very reliable, and is not just one person. The talent builds compiled therein are bona fide.

We'll be sure to put that one up with the realmlist....
Regarding the "Best", that's difficult to determine. It depends greatly on your agenda; raiding, pvp, soloing, etc. Also regarding raiding builds, it depends on A) How far in progression you are and B) How liberal your guild is on mages. So guilds will say "You WILL be 10/48/3", others will say "Whatever makes you happy, just have fun".
Regardless of your agenda, the aforementioned stickies are, in the opinion of the serious WoW Mage community, the most optimized specs for various situations.
