The S3 helmet is just slightly lower quality than T5 for a raider. So you could always arena for that. If Arenas are out of the question, then consider getting a S2 helm by doing BGs. If you hate PvP completely, the other alternative is to find a good blue for the slot until you can get something from Kara(there are three good helms from Kara) or Gruul(one good helm from there). A couple good blue helms include: Incanter's Cowl(Mechanar) and the cloth helm of Second Sight(can't remember the exact name off the top of my head and I'm too lazy to look it up) from a quest in SMV.

I wouldn't waste badges on a Mana Binder's Cowl, though, as there are plenty of much better upgrades.

Alternatively, doing dailies each day for 5-10 days would get you more than enough gold for a Spellstrike Hood.

That would be the Evoker's Helmet of Second Sight.

Be advised that part of the quest chain for this requires a 5 man group. Being guildless, I found it impossible to get a pug to do this quest. I tried every day for more than a month with no luck. In the meantime I farmed mats and tipped tailors to get the spell cloth and ground the other mats to get the spell strike hood. Shortly after that I joined a guild and the first non-instance group was to get folks the 5 man required for this item. Its a nice head piece but with all the gear options getting that 5 man is tough.
