1) hit to 9%/150 hit rating with precision. you don't need to keep it any higher because at sufficient gear levels, more of your white mainhand hits will be replaced by heroic strike, and specials only have a 9% miss rate.

Shard of Contempt and human racial expertise bonus with swords/maces or orcs with axes help here in addition to 2/2 weapon mastery.
5) then stack armor penetration to 1350 (excluding executioner); this number will vary depending on the boss, as most bosses are in the ~6000 armor range but you have bosses in the ~7000 armor range.
the farther you go down the list, the more rage you will generate from outgoing damage, which will lead to more heroic strike spamming and less white damage being lost to misses.
DO NOT stack hit rating like a rogue. anyone that tells you to do so has never seen a fury warrior spreadsheet and doesn't know how to play a fury warrior.
you can expect about twice your dps now or more when you get into T5 content (depending on raid buffs and melee friendliness of the fight).
this links to my armory, and before i got the legs, shoulders, bracers and hands that i'm wearing there, i managed 923 dps on Shade of Aran in prot spec spamming dual wield devastate.
here is a WWS of my most recent Gruul kill in 17/44 spec, before those aforementioned upgrades.
don't use Recount to keep track of your dps as a means of improvement.
WoW Web Stats (or WWS for short) is the only real way of comparing your dps from one attempt to another.
