OK my second Druid is level 42 and I am starting to think about when
to repec. Can sks tell me at what point this build becomes viable for
solo leveling and what talents need be prioritized ? I am guessing
mostly balance early on but real info would be appreciated. Note I
will be using the 34/0/27 build.

I leveled mostly feral, but I would say Balance starts to be good for leveling around level 40, when you get Moonkin form. After that, I'd put 3 points in Dreamstate. You really don't need a healing build to heal instances until the harder 70 dungeons in Outlands, so you could level all the way to 70 as Balance and then respec 34/0/27.
