Overall, how exactly do low level druids, pre-mangle, keep hate? Lately, I've been just spamming maul and FFF to attempt to keep hate, but sometimes I find my self spamming taunt to keep new adds on me because maul is usually too slow(at both threat generation and activation).
First things first, you shouldn't be tanking "new adds" on a regular basis. Plan your pulls, clearly mark kill order and crowd control assignments, and have a plan for snaring/finishing runners to keep them from bringing new friends to the party. Tanking adds is always problematic, because they'll first beeline for a healer because healing generates AoE threat. DPS should be focused on whatever mob you're building threat with, so they should be safe. So keep an eye on that healer, make sure they know to run TOWARD you not away, and hit whoever goes after them. Betwen your threat modifiers (up) and their ability to dump threat, you should be able to peel them off pretty easily. And Growl is on 10-second CD so you can't really "spam" it, but snap aggro is what it's for so don't be afraid to use it.

So, is low level druid tanking viable,
Yup.

and if it is, which move/ability am I not utilizing enough?
- Maul, I guess
- Demoralizing roar reduces enemy AP and generates AoE threat
- A nice self-heal Regrowth before you go in takes little load off healer and builds AoE threat
- Swipe is key for multi-mob tanking, and remember it's instant even if you're only fighting one mob
- Remember you can pull with damage. Starfire the mob 2nd in kill order, then moonfire #1 and engage them
- Make sure Thorns is up, as that does damage / builds threat on any body that hits you
