Intellect used to be a good thing when skilling (for instance maces). It made you skill up faster.

I have heard that Bliz changed that, so that Intellect no longer affects skilling up. Is that true?

I have also heard that, and a lot of people will even try and tell you the exact patch that it was stopped in, but in my experience, stacking some int gear with a scroll and Arcane Int most definitely speeds up skill point gain. I hit 340 2 hand swords once, trying to level on the immortals in Blasted Lands, and after 10 mins of not gaining a single point, I went and got 3 of 4 high int greens off the AH, got a mage to Buff me (he was confused) and kept a scroll for when AI ran out.

the last 10 points took 5 mins ...

The same with Maces ... I went from 1-350 in about 20 mins (with int gear ... lots of it ;->)
