Where are you putting points, one of standard builds if getting clearcast is 10/47/3 +1 wherever, but as a raid build should definately put 3 in elemental precision to get talented hit unless you are over on gear only and no hit gemmed at all.
hm clearly more info is required. post your current Armory link or a talent calculator if its a theory spec you want us to review.
