This has probably been asked before but ...

How much expertise should a tank aim for? What is a reasonable level?

You should never aim for expertise. You would have to sacrifice vital stats for a tank in order to get enough expertise to make a difference. It is mostly a PvP stats to counter resilience.

As a tank you want to focus on def. rating and stamina. Once you hit the defense cap (490 at lvl 70) you will want to stack as much stam as you can get and a minimum of hit rating so you can keep some steady damage in order to maintain threat.

Ummmm.....no. Expertise is vital to tanks as well, who wants a tank that gets parried or dodged alot and the dps pulls threat? That explains why the new badge defensive gear has expertise on it. Yes, a tank should have expertise, it will increase your threat, the amount just depends on what you can acheive without sacraficing vital stats(stam, def, etc.). A warrior tank in 25 man raids with no expertise will probably get aggro pulled from them often, and on a mob that is immune to taunt, what if they dodge or parry while trying to get threat back? Just my .02

Expertise is the best threat generating stat in the game for warrior tanks. It can mean the difference between having your first shield slam dodged and then having the boss run over and destroy your DPS/healers. It can also help your survivability slightly by reducing the amount of parries you experience.

Initially you shouldn't be aiming for any real expertise level when learning an encounter because while learning survivability tends to be more useful than speed. As you begin to learn and outgear bosses you can begin to substitute your survivability gear for more threat based gear allowing you and your raid to finish the fight faster. If you can find expertise on your gear and it's an upgrade for you, great, but I wouldn't recommend aiming for high quantities of it until you've progressed enough in your raid level that speed in finishing an encounter is valued more than survivability.

For TPS;

Expertise > Hit = Crit > Shield Block Value > Strength > Agility

Expertise to about 5.6% is TWICE as effective as Hit or Crit is, and even afterwards the parry reduction makes expertise better than hit/crit after you softcap it. While hit is more availabile on gear for tanks, you'll generally see crit being ignored, but it is a viable TPS stat.
