Since you haven't had any answers to this yet, I will provide my opinion...
I guess it depends on two things:
A) If you are an Alt and have limitless money to "waste" on the enchant and
B) If you plan on using Verigan's fist much after you finish your "stall" at 29
It is not necessary at all to stall at 29 to grind honor, but you can do all of the BGs you want at that level if it is fun for you. Depending on your server and faction, you may find that you lose all of the time, and your weapon enchant doesn't make that much difference other than putting you higher up on the damage meter at the end or maybe giving you a few more kills/killing blows which will up your honor a bit.
I don't know of ANY Paladins that use Verigan's Fist past about level 35 or so, it is too easy to get Ravager from SM, Rockpounder from Uldaman, etc. once you get into the mid-30s. That being said, it is basically a matter of how much money you want to waste on a soon-to-be obsolete weapon. A cheap enough enchant which will help with your DPS would be Fiery Weapon. I really wouldn't spend much more than that unless you have a higher level toon with obscene amounts of gold and you plan on grinding ridiculous amounts of honor at 29 which could be done much easier at 70 for much better rewards. Almost any PvP rewards you buy for yourself at 29 will also be obsolete by level 40 anyway, and if you are just grinding honor to save it for later, I would just grind honor later. If you have fun grinding honor at 29 and find that your faction on your server is generally successful, then go for it! I still wouldn't get a really expensive enchant on Verigan's Fist though...
