Again the answer is yes.
The key to twinking a priest is to make yourself as hard to kill as possible. Now this is all under the assumption that the said twink priest would be a healer. Honestly, if you want to twink for dps then there are far superior options that a priest.
Now this being said, the key to your twinked priest is your talents. Once you have reached the bracket that you intend to battle in, 19, 29, 39, 49, etc., you will want to respecc out of your leveling specc and put most of your points into the discipline tree. If your in a higher bracket than taking some points into holy will also benifit your survivalist build.
I'm not going to go into depth on the exact talent build to use as I have no idea what bracket you would be fighting in. You will find that with the right talents your priest is one hell of a meat sheild.

Oh really? :-P
I think Disc would probably be the best. Meditation and Imp. P Word Shield would be nice, Mental Agility would save you a little mana, and the rest is just added fluff. Of course, you don't have the attack potential of Shadow, or the pure healing of holy, but that's not too bad; you'll still heal plenty.
With that out of the way, pile on all the stamina and extra int you can, and off you go. Make sure you have a dedicated group to stay with; on your own you'll still get eaten by twinks. But if you're around to heal your twinked out friends, you'll be awesome. Don't expect to go all out by yourself though.
