The idea is simple, if Windfury goes off, it will do damage that is not concerned with the speed of the weapon. So if the actual damage component of the weapon is larger, your windfury hits will be bigger. Now add to that a hidden 3 second cooldown on the Windfury proc chance, and you can see that having a weapon that hits harder, and will swing outside of the cooldown will outperform a fast weapon that does small damage. You will not see this difference in the first 9 seconds of a fight, but rather over a 3 min. fight.
