I've read that +spell damage affects consecrate (adds to total damage not dps) and I want to try a load of +spell damage enchants on my prot pally.

What level are you? The base max rank Consecration hits for 512 over 8 seconds. Spell damage coefficient is 95.24%. So +180 spell damage will give you ~170 extra spell damage for Consecration.
So it should hit for 682 over 8 seconds (roughly)...I think.

Only level 33 at present, I was thinking of stopping off at 39 and semi twinking BG.
So with the 170 added to my current (rank 2) 120 damage, I'd be at 290.
Does the 170 also get added to the lower ranks?
If so I might as well use rank 1 for 60% the mana.

Well... that's nice, but if I see a hard-hitting Consecrate coming down, I just step out of it.
To answer your question, the 170 will get diminishing returns if you use a lower rank. It might be worth it to do it anyway, because I'm not sure what the step down will be from Rank 2 to Rank 1.

Don't get me wrong, I'm not thinking Consecrate as a PvP ability, except maybe for annoying rogues.

Then do it. Spell Damage = win for AoE grinding.
Ah I see, the semi-39 bg twink is what got me thinking PvP. If you want to spend the money on the enchants then go for it, but remember you'll be wanting to replace your gear when you hit 40 to plate, and all those enchantments will be gone.
