depends on the item and what the socket bonus would provide..

The OP needs leggings before an Epic gem, since he is not a JC it might run 500 G depending on server and Guild progression.

It doesn't look like you've progressed very far as far as raiding is concerned, but I would definitely take the time to get epic cuts for your Mooncloth Vestments at least. You'll be using them for a rather long time, and putting good gems in them will get you a long way. (I'm pretty far into tier 6 content while still wearing frozen shadoweave, although I suppose it's not QUITE the same thing.)

Since you can now buy epic gems from the badge vendor, you can look to purchase them that way. One full Kara run will buy you one gem, and the better part of a second one. Doing a few five-mans inbetween raid type activities will get that finished pretty quick.

Of course, if there's other gear you need from badges, get those first! And it looks like you have quite a few things you need to get still, so I would do those as soon as possible.

For gems, I go exclusively with Purified gems (+healing/spirit) and Luminous (+healing/intellect). Purifieds go into red and blue sockets while the Luminous let me pick up socket bonuses. There's really no reason to pass up socket bonuses; unlike tanks who benefit disproportionately from emphasis on stamina, we don't overly benefit from stacking one thing or another; better to eke out a few extra stat points from each item.

If the socket bonus is stamina, it's not worth taking once you get badge gear instead of the horrifying thing that is PMC (priests with 6.5k health on SSC = much hilarity).

Red sockets = Teardrop Spinels or Purified Amethyst, depending on whether you feel you need more +healing or more regen at the time.
Yellow sockets = Luminous Pyrestones
Blue sockets = Purified Amethyst or Sparkling Sapphires, again depending on whether you want more regen or more +healing.
Since you're just starting out, I'd stick with the 11heal/5spirit gems. Once you get geared up though (~1800 heals and 280mp5 while casting), then you can make a more informed decision about healing versus regen.

As for gemming Whitemend, it depends on what gear you plan on getting in what order, but my guess would be that it's worth it. My guess is you're getting the weapon and boots from badges, which is at least a month and some weeks before. Just be sure you're focusing on getting badge gear rather than gems; a piece of badge gear with 40g gems in it is much more important than other gear with badge gems in it.
