Depends on what kind of PvP you're looking to do. For arenas, fire isn't going to be terribly strong either way. However, for BGs, both builds will work alright.
My roommate has found some reasonable PvP success with this build, however. Scorch and Fireblast are where the damage comes from, with the occasional AP PoM Pyro for good measure.

I actually went to the 2/48/11 build yesterday out of boredom. Figured I'd just hit up the BGs for a while. It does just fine as long as you keep moving and stay in a group. That's not to say you can't go solo and kill people, but you'd fair better and kill more if you can sit back and blast away. It's alot different then a frost build so a good, fun change if you wanna do somthing different.
My 5's team *floats between 1500 and 1600* didn't feel like respeccing, we all went our pve raid specs and gear. Me being 2/48/11. We went 7-3. I had fun, in 5's rarely you are first targeted and the fire did some good dmg. I do not believe it to be better than frost pvp though. We were all caster dps i think, we might have had 1 healer shammy, i dont remember.

That's funny, I did the same thing when I went with a couple of guildies in a 3s group as 2/48/11, won 7, lost 3.
