Ok I recently hit level 69 and I was originally planning on grinding out my honor and marks for my S1. But as of recent EOTS queus are way to high and from my other 70 friends I hear that all the queus are relatively low in their bracket. I was just curious out of all your experiences would it be faster to grind out the honor because I'm 69 and at the top of my bracket or should I just go ahead and hit 70 and just not worry about being super outgeared.... This is probably a dumb question but I'm kinda in a delima lol. Thanks for all your help.

The 70 bracket will have a bunch of arena-geared, experienced PvP players bouncing around looking for you in your greens and PvE gear. Especially now that S4 is coming out. You're gonna get killed, a lot. At least at first ;)

I wouldn't say that it's "faster" to grind honor at 69 as much as it's a more even playing field and a bit easier to survive (and learn) a bit longer.

For myself it wasn't about the honor/hour ratio as much as it was about gathering up the different marks as I leveled. Honor gains became the goal at 70.

at first i tried the whole honor farming at 69, but wait times on my server were horrible. once i hit 70 every BG besides Av usually takes 1-2 mins to get into. sure you're not going to be topping charts and you might get picked on but in my personal experience honor comes a lot faster at 70. also s2 is coming to honor the 24th so don't waste your time picking up any s1 gear.
