I am new to the mage class and was wondering which race is most adept to fit them for PvP thank you.

For alliance, Gnomes. For horde, Undead. If you're focused on PvP these races really do make a difference. "Race doesn't matter when you pick your class, choose what you like" doesn't really apply in this case. You can live without Will of the Forsaken and Escape Artist but they help tremendously.
One thing that might be overlooked is Trolls.
Icy Veins and Berserking popped at the same time is highly effective, but that won't be viable if you're planning to twink the 19 bracket.

I play a troll, blood elf, and a gnome. If I had to choose one race, it would be gnome or undead. I enjoy my gnome quite a bit these days.
I just added a section to the mage sticky addressing this.
