Starting/Changing PathFollow

When starting a shaman...typically for solo play PvE, is there a 'better' path to follow for talents? And when you reach 70 with either PvP or Raiding (the same?) do you buy/'unlearn' your talents to dump the points else where? I read some stuff that made sense for solo play for a shaman, but am finally approaching 70 and am trying to think ahead. We have a very small guild but I know you can do raids with other individuals, or possibly with a different guild...not to mention Battle Grounds. I'm looking ahead and want some opinions, and WHY, to change/not change my shaman from Elemental to something else. If it makes a difference, my shaman is a Tauren Elemental Herbalism/Alchemy; Silver Hand server. I know the whole 'Whatever is the most fun, do it' and 'Every build has it's upside and downside' arguments. But I'm looking to compare other individuals experiences and takes on the subject to make more of an informed opinion instead of just 'what is more fun' but also more efficient, effective and helpful for others.

I'm opening a can of worms all over again by saying it, but Enhancement is still, hands-down, the best Shaman spec for leveling. However, if you're already Elemental and creeping up on 70, I wouldn't bother respeccing as Elemental levels perfectly fine.

When raiding in PvE, all three specs of Shaman are useful and welcome. Elemental's caster buffs are very useful throughout most of raiding though they tend to approach obsoletion towards the end of the game, but they consistently put out high DPS from the safety of range, so they'll still always have a place in raids. Enhancement, again, puts out consistenly high DPS, but they have the advantage of buffing melee better than the other two specs and they do so in a way that will never be unwanted. Players can amass a ton of hit, dodge, crit, and AP through gear, but only you can give Rogues, Ret Pallies, and Warriors Windfury. Resto Shaman are the best cross-raid healers for most of the content out there, and are always welcome in any party/raid.

As far as PvP goes... Resto Shaman are good in 2v2, but start to struggle as the amount of players goes up. DPS Shaman have the exact opposite problem, both struggling outside of BG's and 5v5 arena. Shaman are, as a whole, very easy to lock down and we have no instant heals, control, panic buttons, or damage mitigation outside of our armor (and resilliance once you get it). Our totems, while superb in PvE, take a huge dive in effectiveness due to their gimicky mechanics (long pulse times, stationary, easily dispelled with one-shot kills).

My advice would be to spec depending on how you'll be spending most of your time. Raiding? Yes, it's cliche, but however you want. Or, if you're in a guild, whatever they need. PvP? If you want to focus more on 5v5 and BG's, DPS. If you have, say, one particular friend you want to 2v2 with, Resto.

Good advice from Gaudion, I just want to add that while all three specs are a good addition to raids, resto is your best option for 10-mans (this is because 10-mans need fewer dps spots and there is usually a high number to choose from so your odds of going are lower). In 25-mans, you should find that raids will prefer to have at least one dps shaman.
