What to change firstFollow

First here's my armory

When i'm do raid i use those items. I'm working to throw away my pvp items for pve. I'm farming primal fire at the moment and i don't know witch item to change first. i'm looking for the sellstrike hood pants and the belt of blasting i have
enough badges for the nether vortex. If i change my belt i'm over spell hit cap. Is the difference in spelltrike hood and the merciless head worth the change and same for the pants if i'm allready hit cap?

Sorry if i have bad sentence, english is not my fisrt language and not perfect

I think I may be too late but don't spend badges on vortexes. Much easier to buy them and use the badges for better gear. The first thing you should do is get 2 different trinkets for PvE. You can gain 80 spell damage right there. There are a bunch that have 40ish passive spell damage plus a use/proc component.

If you enchant your gloves to 15 spell hit you are still over the cap for frost even if you un-equip your current trinkets. Get an Icon of the silver crescent (75 badges), the revered Sha'tari trinket, Quags Eye (from h-slave pens), Timbals focus crystal (i know you are frost but the 43 damage on it is better then what you have equipped), or best of all would be the crusade card (from the blessing deck and costs about 1k gold).

The FSW set is seriously gimping your crit rate, especially since you can't shatter bosses and a good amount of raid trash. I recommend working for the robes and shoulders from Heroic Magister terrace. Remember these are not unique so go ahead and get two of each...gem one for PvP/farming and the other for PvE.
