How and when do mages get to create portals? thanks

Portals become accessible to a mage beginning at I believe level 40, first with Org, UC and SMC, followed by TB at 50 I think; Shat can be learned at 65. To make them, you need a rune of portals.

Most fun with a portal is 'portal roulette'... you cast every portal you have in the same spot. You'll get one of them when you click, but which one? he he he.

Then there's "opening a portal to shatt", only to open a portal to Silvermoon City or, in the case of alliance, The Exodar.
