Shadow Weaving or Silence?Follow

I am currently level 26 and wanna level my Priest as fast as possible.

I was wondering how effective Shadow Weaving is for PVE and whether I should put 3 points into Improved Psychic Scream and Silence before getting VE?

Shadow Weaving is quite effective for solo or group PvE. Not to mention, if you happen to be paired with a warlock, he will love you.

Improved Psychic Scream + Silence is going to serve you minimally for leveling. They are excellent PvP tools, but they do nothing to improve damage output, and they do very little to improve survivability. Psychic Scream is a great panic button by itself, but I believe you will find it quite rare that you use it more than once in a single PvE encounter (totally different story for PvP). Therefore, having a reduced cooldown is somewhat unnecessary.

I vote for Shadow Weaving, no contest. Once you get it fully stacked, you get a +10% bonus increase. Certainly not trivial.

Edited to say one more thing:

I noticed you had 4/5 Improved Mind Blast. It is a solid talent, but it is more of a group PvE or PvP tool. If you are solo'ing your way to 70, consider putting points in Blackout instead. Most spell rotations do not include more than one cast of Mind Blast, so the reduced cooldown may be unnecessary.

Also, I would be careful about spamming Mind Blast in instance groups, unless you are taking 3/3 Shadow Affinity. Mind Blast is a very high threat ability, especially if you have Vampiric Embrace up.

This is just something to consider, depending upon exactly how you are leveling your priest.
