Ive been farming badges/gear as resto for a while now and finnally felt geared enough to respec to enhancement the other day. I ran regular bot yesterday and found i was fighting to out dps the tank(im doing about 200-300 dps according to recount). Id link my armory but it's down and i logged with my resto gear on.

i have about 910 ap
20% crit
and 90ish hit
my attack cycle goes white hit/windfury/stormstrike/earthstrike/flameshock repeated
i know my gears not that great but 200 dps seems a bit low

Aye, if the unarmed skill is the suck, your DPS will plummet. I'm guessing you have the fist weapon in your main hand, being that it's the most powerful one of the two?
Try switching them around until your unarmed skill goes up a bit. That's how my Shaman did it when he had to train a new weapon skill.
Edit: Are you sure fist weapons rely on unarmed weapon skill?

To hijack, I feel my dps is not where it should be either, I've got 1604 ap, 26.95% crit, 112 hit, 20 haste, maxed weapon skills... In Hyjal I'm lucky to avg 800 dps, my best single ever was on anetheron with 1148 for that fight, this is by wws. I'm always grouped with 3 rogues and a fury warrior so I've got wf and str totems down, I rotate shocks, just started using disqodice so I hope that'll help. One thing is, my fps goes to 10 during some fights, not sure if that would effect it or not.
yes, fist weapons use unarmed skill. The epic is an offhand only item.
Both of his weapon skills are pretty much maxxed out.
His gear is solid except for his trinkets, core of arkelos and bladefists breadth are not hard to get(but hard to spell) and should give you better crit and more ap for your melee, also dont forget once you have them to use them.
Should open with SS and make sure you use it whenever you possibly can. Use FS often but if the dot effect is still up and you can shock use ES to avoid wasting the dot and lowering your dps.
Make sure you use WF WF on your weapons.
Totems are situational and theres alot that goes into dropping them, basically if you have a warrior tank or rogue in your party whos not stupid enough to keep his poisons on WF, drood tank AGL tot, pally + spell dam. Almost always keep up str of earth huge ap increase for you and the rest of the melee and mana spring or healing spring... Searing totem is dangerous and situational on bosses use your fire elemental and dont forget the heroic spell. Should increase your dps quite a bit..
Remember always always use your totems, if you move around alot sac them and recast, your not there for your dps alone.

fps and lag cause quite a huge loss in dps.
I know on my lock I lose ~200 dps due to my lag (stupid transatlantic connections mean I have ~600-800ms in raids - run at around 40fps though) and another lock in my guild similarly geared who had 4fps in raids but ~50-100ms was running approx. the same dps. The last lock (raiding at least) in my guild who actually manages to have a decent connection and pc runs at around 200 dps higher than us.

Yea, FPS and ping can have a huge effect. On Hydross (and only Hydross, oddly enough) my FPS drops from about 6-7 to 2.1-2.3, and my DPS drops about 150-200. Only reason it's not a larger drop is that a large chunk of my damage comes from DoTs.
Your gear needs considerable work. That doesn't explain how low your DPS is entirely, but that would account for a good chunk of it. Pretty much the only piece of gear you have right now that doesn't have a huge upgrade is your offhand. You should have a lot more attack power and probably a bit more crit. Look at the enhance shammy thread linked earlier, and compare it to gear available to you (I'd suggest something like LootRank).
For rotation:
- Flame shock if it's not on a boss
- Earth shock is flame shock is up
- SS every cooldown
Once you get into raids, or really looking to min-max:
- Do not earth shock if there's an elemental shaman and SS charges are still up, unless you can reapply it immediately
- Do not SS until Windfury has come off cooldown (for more changes to proc it).

I plan on getting almost all pvp gear(im going to be doing alot of pvp with the enhance spec)...this means full set of merc/vindicators. i will fill in the gaps with badge gear. ill have MH merc wep and OH badge fist.(if there are any items you have questions about just assume around t4/s2 content)
Could anyone give me an accurate asessment of the DPS i would be able to put out with this in PvE tho? im just curious.

You need more AP, A LOT more AP.
No Shaman should raid with <1k AP.
Also, enchants and gemming make a HUGE difference.
Steps:
1. Grind some honor for the Enh gear, each point of Str=2AP.
2. Get a second DPS trinket, Hourglass of the Unraveller is good, but you seem to have consistent Heroic runs, so aim for the Bloodlust Brooch.
3. Get a semi-decent Arena team, in S4, the gloves will have no requirement except ~1150 Arena Points, it takes about 4 weeks in a decent 5v5 to get those, and those gloves will net you +22AP, along with a +15str enchant you will have an over 50AP improvement on one item. Not only that, but you also get ~6-7 more Crit Rating. Suggested comps are: MS Warrior, random healer, Enh Sham for 3s, Enh Sham/Sl/Sl Lock for 2s, and Enh Sham/MS Warrior/3rd DPS (preferably Rogue or another MS Warrior)/Healer/Holy Pally.
4. Grind some gold. Enchants and gems make a HUGE difference. Slap Executioner on your MH, and Mongoose on your OH. After that, get +Agi enchants for your boots and Cloak. Strength enchants for your Bracers and Gloves, and a +all stat enchant for your chest. I also noticed you are Revered with CE, GO OUT AND GRAB THAT HEAD ENCHANT! It grants 32 AP and 16 Hit Rating, there is nothing wrong with more AP.
5. Gemming. For Red sockets, socket in +8str gems, once you get in the higher end, but +10str in. For Yellow, put in +Str +Crit, get the best you can possibly get. For Blue, put in +Str +Stam, yet again the best you can get.
6. Get the Vindicator's items. These are unparalleled at the lower end and beat out most, if not all, badge rewards and Kara-Mag drops.
7. Get a better Relic. Stonebreaker's Totem is one of the best Totems in the game for Enh, it only costs 20 badges, SO GO GET IT!
Edit: ONE MORE THING! Don't worry about losing hit, the talented about of hit we get alone covers WF and the majority of your white damage, most Enh Shams at the top tier raid with under 100 hit rating. Hit Rating should not be a factor, I only raid with 67 and I pull out about 800-900DPS in PvP gear. Most of our Hit Rating comes on gear that is an upgrade on other stats.

My advice is to also talent into mental quickness. My raid dps went up by a full 150 in 5 mans and about 200ish in end game.
