Is the draenei passive that adds 1% to hit rating always there even though I don't see the buff. Secondly does that make my spell hit cap drop to 12% with 3 points into EP.
I'm pretty sure its effect on you is indeed passive and unseen (thus making your inquiry correct; you only need 12% more hit chance with EP). Or maybe it only triggers when you're in a party. Either way, it is always active on you when it really matters: in groups.
as far as I know it is always on and passive on you, so what you said, yes, you need 12% not 13% with EP.
