With 3 points in ele precision, you want 126spell hit for frost. That is most important thing to get if you are raiding. And i would use your badges to help you get that plus hit gear.
I usualy recommend the ring first. Then boots. Then pants or chest. Since your lookin to replace your chestpiece. If you are running many H.MgT's I'd recommend buying the +hit pants first, farm for the robe. Then when enough badges again get the +hit ring or boots.

I know when ask this might make me like a newb...but I really want to know what is spell hit rate is about plus what the difference when you boost it up to 100+, between I didn't run heroic MGT that often....also the drops always against what I wish it to drop like the robe and the feltinged shoulder so that why I want to use my badge to improve my gear up

Spell hit rating affects the likelihood of the target to be hit by your spell, not to be confused with spell penetration, which can affect the damage that is done once the hit has taken place. A full description can be found at the wowwiki, but, to summarize, as targets have levels greater than the player, they are increasingly less likely to be hit by that player's spell.

Since most (all?) Outland raid mobs and bosses are over level 70, potentially as high as 73, this chance to hit can play a major role in the effective DPS. To put it into context, an increased chance of getting a critical hit means little if the hit does not take place. This chance to hit with spells can be affected by talents within the class trees, such as Arcane Focus in the arcane tree, resulting in differing spell hit rating targets for fire, frost, and arcane.

If getting into raiding is what you really want to do, I would definitely recommend the Shroud of the Lore`nial, due to the hit rating benefits.

Fire is 164, frost is 126 (ghost hit), and Arcane is 76.
