It is viable, but not ideal.
Why would you want that, instead of Crystalforged Sword? Other than price...but the Crystalforged is a much better tanking weapon. Well worth the 1 hr of dailies (depending on your server price).

It'd be "ok" if you 1) aren't using Reckoning anymore and 2) are trying to keep SoV stacked, though this would be better if you are going with a SSO rep item.
200 hp more from a Seeker's Gavel, Crystalforged Sword, or Continuum Blade. Why gyp yourself out of that? Especially if you have the SSO rep already, why not take the Seeker's Gavel?
The secondary stat is even better. Spell Hit might not help with much, but it makes a bigger differed to a Paladin tank than Spell Crit.
