Well i finally made it to 70. I currently am running a 23/38/0 disc/holy spec. I am wondering if i am getting the most out of that spec. I have begun to collect gear and am wondering about any possible suggestions in that department as well. Thank you.

Well you have not said what you are trying to do as a 70. If you are looking to PVE then I would say your spec needs some work but it is not terrible.
In the end game Unbreakable Will is slightly better for you than wand spec.
I would move points from IPW:S and Martyrdom into Mental Agility. (Shield just does not scale well enough to make it worth 3 points, and MA is much more of a PVP talent.)
On the holy side I would get Holy Concentration. I would drop Holy Nova and Lightwell. (They are just not that good.) Then I would drop a point out of Healing Prayers. (Not a bad talent but not quite as good as the other talents at that level.)
Holy Concentration btw is that good. When used with Inner focus you can cast two spells for free in a row and be outside the 5 sec rule. With long end game boss fights this kind of mana regen trick is key.

I agree.
I did keep Holy Nova though, for special situations. It's fun when dealing with lower level mobs, and only was 1 point. Feel free to check my armory. My build has a lot of the same aspects as yours, but is focused a little more on mana efficiency and being a pve healbot.
