Twinks are the "Special Olympians" of WoW. Hope ya get a gold medal...
The honour gained at lvl19 will buy you a Veteran's Toothbrush at lvl70, you could PvP for six months and barely afford a single piece of lvl70 gear. Honour gained increases with level.
I personally don't rate Shaman twinks as they can use most of the same gear as Rogues but to lesser effect, dont have Windfury, dont have any totems, and are usually outperformed by other classes, sadly.
But, if you're determined, I'm sure it will be good fun.

I had a decent shammy twink at 19, and it was fun...until I made my other shammy that I then leveled with. You have barely any of the tricks that make shammys so much fun...honestly, if you want one at 19, make it resto...you'll do more good that way.
I have two 19 twinks, had a 29 shaman twink and have a 39 rogue twink. The 19s are fun, but the queue times can be brutal. The 29 was fun for a while, but I decided to level that toon because I never played her in the 29 bracket, and I have a blast in the 39 bracket on my rogue. The queue times in the 39 bracket are almost always under 1 minute in my battlegroup, and are often just a few seconds.
You'll have more shaman abilities at 29 and 39, and you'll also have more BGs available when you go past 19.

i have a lvl 49 shaman twink, i love him to bits, its my first character and i have spen about 2.5k g on him, a little much i know, but he absolutely positively rapes **** its insane. if you are looking to twink wait till 49. my guy is incredible
Level 49 elemental shaman twinks destroy things in pvp.
I didnt twink, just bought two Wirt's, the AB lvl 48 belt and boots and WSG bracer at 40, and pretty much owned the charts in most BGs as enhance at 49. My favorite moment was killing 4 allies in their flag room in WSG and still getting out at half health. (To be fair, they were low 40s.) Shammies are insane at that lvl and if I ever do twink I'm rolling another one and leveling him to the sweet spot at 49.

You don't get resilience on gear until 70. So don't worry about that. The wow sites that let me post talent builds are blocked at my school so I'll let someone else handle that.

Having stopped at each of the x9 brackets on my way to 70, I would say that with ghost wolf and speed enhanced boots, you have a definite adavantage over most of the other classes in the 29 and 39 brackets. You can cap quicker and run flags faster. However, once I got to the 49 bracket I had stormstrike and dw (or 2H if you prefer) and I owned many a foe. Of course I died a lot, as I was, and still am, an enhancment shammy and ran in to lay the smack down. I found that I was near the top in damage and kills in most bg's. It was definetely a lot of fun.

However, any shield-users can have +12 Resilience when above level 35.
