... 95 to hit is the minimum you want. that plus precision is 9% to hit. Which makes your yellow attacks, specials, skills, etc... never display 'missed'. While they still can be dodged and parried. But you shouldn't see parries, if you dps correctly.
More than 95 hit, means you hit more with your auto attacks.
AP and Crit provide more real improvements to DPS:
Crit for well, more damage, and keeping flurry proced, which is a huge increase to overall DPS.
AP provides the backbone from which the rest of the stats play from. AP, derived from str (str is better than AP), provides a D/w war more overall dps improvements all around.
Expertise helps to a point, it's like having a second hit rating stat, only to reduce your chances of seeing 'dodge' appear on your screen, but with 2% dodge reduction from talents you only need around 50-60 expertise rating to cap your expertise for DPS.
Armor Pen is more difficult to appreciate. If you don't hit for a lot, and you get some ArP, you wont see a huge difference in DPS outputs. But if you have a large AP and slower speed, higher dps weapons, you'll notice more of a difference. Armor Pen caps depend on the boss your fighting. Many bosses, have 7700 armor. So counting, sunder x5, Faerie Fire, and Curse of Recklessness, the armor total should 3690. With executioner, which is 840 ArP, 2850 armor is left over. Which is kind overkill to get... but hey what ever.
You shouldn't need to be told how to gear and min/max after you get out of Kara. And in Kara is where you'll cut your teeth, unless your haphazardly lucky, as the OT/DPS.

No. It's 24% base for auto attacks, and add 4% to that to account for boss badassitude. But your specials, skills, etc... are at a 5% base and add 4% for boss badassitude (level difference).
