I was just wondering if these debuffs only effect party members damage or do they effect all raid member's damage against the target. The tooltip isn't clear about it.

Like they said above, yes, it does affect all raid members' damage. Which is why locks love shadow priests. So do other casters like mages and boomkins, but to a lesser extent.

Warlocks love Shadow Priests. Other casters love Warlocks and Shadow Priests. Shadow Priests love everyone.

Add some alcohol and you've got a pretty serious orgy going.
