WF is best for a Warrior until you reach 70, hands-down. Post-70 in heroics and Karazhan, it depends on the fight and the Warrior's gear. If survival isn't an issue and your DPS can push his threat at will, WF is better since it will help the Warrior generate more threat, and more threat translantes into more DPS and faster fights. GoA will give him a couple more % to dodge and a tiny bit of extra armor though, as well as a couple % to crit which will also give you more threat (though not near as much as WF), so on a lot of fights were survival is more of an issue, GoA is just as good for Warriors as it is for Druids.
Prot Pallies are better off with WoA. They'd get an extra Seal proc off the extra swing from WF, but all of their abilites benefit from WoA: Consecration, Judgement, Holy Shield, etc.
Retribution Paladins should be getting WF. They're almost laughable without it.
