Back in the day I got my Furious Gizmatic Goggles. As I was gonna use them mainly for PVP at the time, I put the Swift Skyfire Diamond and a stam gem in it. Now, when arena points roll over, I'm getting my S3 helm. As such, I can safely regem my engineering goggles.
Question #1: Which metagem? The +agi / +3% crit damage? That's what I have heard is the best.
Question #2: I will not have a minor run speed increase now. I am using the Vindicator's Plate Boots with Surefooted. I could purchase another pair of Vindicator's and put Cat's Swiftness on them, but is there another easily obtainable set of dps boots that are BETTER than Vindicator's? (I don't want worse, I would get Vindicator's before I got something worse).

Cat's Swiftness is definitely a lot better than Surefooted, assuming losing it won't drop you below the yellow hit cap (95 with 3/3 Precision).
Boot upgrades that may be available to you would be from Morogrim in SSC (Warboots of Obliteration), Lynx in ZA (Skullshatter Warboots) and Nyjah's Tabi Boots (Badge Vendor), in order of how good they are. All of these are better than the Vindicator boots.

I'm at 154 hit rating with Surefooted on, so I can probably lose 10 for Cat's Swiftness.
