Ok, so according to wow wiki, the armor cap against a level 73 mob is 35,880. I'm still 5k short of that but what would be a resonable cap for dodge before you start loading everything with stam? I understand that you can never have enough stam, but I need to find a level of dodge that is just right to where you avoid a good amount of damage, but not so much that your left begging for rage. Thanks!

I'd say around 40% dodge and you can safely start loading up on max stam.

That depends on what your tanking. If the boss your tanking is hitting hard enough that you are running at or close to unlimited rage for the fight, you can still safely stack more dodge. This changes from boss to boss since they don't all hit for the same amount or at the same speed. I usually run at 40% dodge and 34k armor, which seems to be optimal for tanking Mag. But harder hitting bosses I still have room to increase my avoidance further before it starts effecting my threat generation.

I would stack stam over agi/dodge until you are around 20k health buffed (T4 level). Then gradually shift your focus to agi/dodge while maintaining your buffed health at about the 20k mark.
