Ok so i just hit 58 and I'm installing tBC right now....I was wondering what i should expect, goals besides getting to 70, what kind of improvements mages get, etc....I plan on Pvp, raids, heroics pretty much everything the game has to offer....Its a pretty open question so reply away.

I believe the only new spells you will encounter are Ice Lance, Spellsteal, Molten Armor, Refreshment Table, and Invisibility and maybe a spell from your talents.

Your gear is going to be upgraded through the roof from whatever you have now.

Quests will also be a lot more fun (at least in my opinion).

Make sure you run Ramparts and Blood Furnace as soon as you get a chance. As long as you have somewhat decent gear you can fairly easily solo all the group quests in Zangarmarsh. Save you some time finding questing buddies.

You'll be getting nice green gear upgrades off the bat. The new spells are useful (Ice lance is nice, as is spellsteal), but the most thing is the gear upgrades where you will get massive spelldamage and eventually spell crit and spell hit GREEN gear. Have fun!

Start to make friends, lots of friends. Grind instances for rep (enchants and mounts) and increasing your group skills. The goal is to get you ready for high -end raiding. If it's PVP...AV grinding I guess. The question is more like what improvements can i "do" than i "get" as a Mage in Outland.
