Pretty terrible for both PvE and PvP.

Improved Weapon Totems and Enhancing Totems are both considered standard fare for PvE. You can live without them until you hit 70 if you choose, but raids will frown on you if you don't have them.

You absolutely must take Nature's Guidance and Totemic Mastery in Restoration.

Ancestral Healing is total fail for any Enhancement build. You won't be healing, much less critting heals, often enough for it to be worthwhile.

Toughness sucks. Yes, they buffed it to reduce the duration of movement-impairing effects in 2.4. It still sucks. You won't need the armor while soloing, you shouldn't be getting hit in parties/raids, and both of its effects are barely noticeable in PvP.

Guardian Totems and Improved Ghost Wolf are completely mandatory for PvP.

This would be a better all-purpose build.

Hi Prog and good luck on your Shammy run, its a fun class to play, irregardless of all the '********* posts you may come across. I'm on my first Shammy run to 70 as well, and I gotta agree with Gaudion that the build isn't that great. I've respecc'd twice now and am pretty happy with what I've got, here it is if any interest:
http://www.worldofwarcraft.com/info/classes/shaman/talents.html?0000000000000000000050052021250213353115150005301000000000000

Its pretty much the same build Gaudion recommended, but I dropped the points (Enhance tree) from Guardian Totems and dropped them into a slight increase in dodge. I tend to supplement my +Str +Stam with +Ag bonuses, so the Dodge adds a bit of defense (I think it works and I'm happy with it). In PvP I tend to Purge, Drop a Grounding Totem and get in close. Usually I'm spamming Stormstrike and Frostshock, with Earthshock thrown in to disrupt if the opponent is a caster, so I tend not to drop guardian totems to often.

The resto-tree spec that Gaudion pointed out is pretty much the absolute need for Enhancement. Drop those 14 points in there and you've got some major totemic groovin goin on.

Good luck and enjoy. :)
