right now i have a 24 druid on an ally server Warsong, but i dont care much for him. i was thinking about deleteing him and making a horde. what you think? is warstomp worth it?

I guess that matters. What is worth it to you?
Warstomp is a gosh darn nice stun and you get it from the get go! There is no doubt it's handy in PvE and PvP. Shadowmeld is neat too, you can drink while hidden. It also helps Rogues and Druid kitties while stealthed or prowling. Also equally handy in in both PvE and PvP.
In the end, it is going to be a toon that you will be staring at for hours on end. So which faction do you like better? Which race do you enjoy more?
I like both factions, I like both races. My main is my night elf but I have a baby Tauren druid too that I love to death. In the end it's really just personal choice.

Warstomp is great but I wouldn't say it's worth re-leveling 24 levels. Not to mention, the bonus to stealth from Shadowmeld is very useful as well. Racials really aren't that huge an issue.
if u wanna do pvp at 70 i would go horde.

I'd say that depends on what you don't like about your druid. If it's the green hair, the cities, the color of your cat/bear forms, or the population and AH economy of Alliance on your server, then change. But if it's the playstyle, then no, warstomp isn't going to change that.
Warstomp is very nice. The nelf stealth bonus is also... nice. Not nearly as nice, but nice. Neither is worth basing the decision on, though, IMO. I say pick the race/faction you like best and can get most into. If I played male characters, I'll admit I'd be a little tempted by the peanut butter jelly time, but in the end I don't think it could make up for all those brown, dusty Horde towns and trying to make my way around Thunder Bluff. But that's just me, the only Horde I play is my undead. :)

I've never played a Tauran Druid up to this point but here is my perspective on NE Druids in BG's.
Cat form + prowl + Pounce + shred X2(Mangle + Shred if you are high enough to have it) claw/mangle into oblivion, turn, claw/mangle second target, switch to bear, bash, maul, swipe, maul, barkskin, regrowth,healing touch, rejuv, back to cat, claw/mangle into oblivion. Laugh at those less fortunate. drink/eat+ shadowmeld and wait for the next group. Rinse and repeat
On the other hand warstomp is nice, but the CD makes it less useful than it could be. 2 sec stun once every two minutes? nice for a 1 on 1, but probably not gonna save you other than that. Might get you that extra couple seconds on a flag run though.

Simple - you have to go horde.
