This is for Level 70 instances though. For lower levels, Growl may be effective enough to grab aggro from the tank.

have had groups where my pet pulled aggro off the tank (let's just say they were PUGs...). Honestly, even with a good, competent tank, turning Growl off is helpful, as it makes the tank's work a little easier. It's sort of like asking the mage to not open with Pyro->PoM->Pyro (admittedly not quite in the same category of stupid, but still...).
Seriously, though, it's better to just remember to turn Growl off in groups then to waste a precious ability slot with Cower.
