Frostbot is one mage who goes 17/0/44 or 10/0/51 to keep up Winter's Chill, with all the other mages in the raid (2+ in order to make it worthwhile) being 40/0/21 and just spamming Frostbolt. I might be wrong, but I believe that T5 and beyond, 40/0/21 is better off with AB spam followed by Fbolt/AB rotations, and Fire is better than that.

For 17/0/44 PVE or 18/0/43, you want arcane meditation, not improved counterspell. So something like

edit- woops, forgot water elemental o.O

Also I just threw 2 in permafrost because the vashj encounter was in my head while whipping the spec up quickly. That could help on striders, but overall those 2 points might be better in something else?

Also removed 1 point from winters chill, to gain access to water elemental. Your mileage may vary.
