However, my understanding with SP is that it effects resistance over the school of magic used. You can't lower a mobs chance to resists below its base resist value for that school and in any case no lower than 0. Shackle Undead is classes as Holy, now Holy doesn't have a resist school per se but all mobs will still have a base resist value, increased by level of each mob. Moroes' dinner guests are all level 70 I believe so they'll have nothing more than a base resist even if that is 0. Even if they were level 73 they'd still have a minimum base chance to resist each school of magic of 15 which Spell penetration can't reduce.
Spell penetration will only lower resistance to schools of magic
over a mobs base resistance, as Holy has no resist school it's unlikely that any mob has a higher than base resistance to holy magic, therefore spell penetration will have no effect.
Spell hit on the other hand will reduce the chance that a spell will be resisted in the first or breaking early on it's periodic checks. If as I said the mobs are 70 then you have a 96% hit chance, you'd then require a Spell Hit Rating of 38 to be hit capped at 99%.
